No, budget support is more than that. What you're referring to is direct budget support from other governments. Most of the grants are in the form of projects from world banks. They are grants in CASH given to fgs they just are called "projects". They are not literal projects like a hospital being built or something.

They are mostly money that goes for example to projects like biyoole III that's being implemented in PL and GM. It's money that is funneled to NGOs via FGS.

FGS budget is only 86million in deficit. Those projects that the IC funds are meant to improve the quality of life in Somalia and provide opportunities to the poor. A smart government would introduce a mobile money tax all over Somalia after all its a monopoly controlled by 2 companies would bring in alot of income and quite easy to implement. Even a diaspora tax / contribution like Eritrea got would make Somali government independent from aid.
