You're so misinformed i don't know where to begin. Your idea of project support is super wrong. However, let me tell you two things - one 229 m is not all from banaadir and two there is something called special projects which one of them is paying the government to meet its obligations like paying salaries. Its not "projects" throughout the country, its money given so the government can operate. To give u a quick example, the operating expenses of the government alone were 330 m in 2021. For the fgs to function it needs that much. Yet direct budget support was 38 m. 38 + 229 is 267 m total. If project support is projects throughout the country and ngos, like you incorrectly presumed, then government wouldn't even function.

No, budget support is more than that. What you're referring to is direct budget support from other governments. Most of the grants are in the form of projects from world banks. They are grants in CASH given to fgs they just are called "projects". They are not literal projects like a hospital being built or something.
