If i was HSM i would reshape Somalia's regional make-up completely. We need 7 states, North West, North Central, North East, Central, South West, South East, South Central.

Waqooyi Galbeed i.e North West (Awdal + Hargeisa + Togdheer), Waqooyi Dhexe i.e North Central (Sool + Sanaag), Waqooyi Bari i.e North East (Bari + Nugaal + N.Mudug), Gobolada Dhexe i.e Central (S.Mudug + Galgaduud), Koonfur Dhexe i.e South Central (Hiiraan + M.Shabelle), Koonfur Galbeed i.e South West (Bay + Bakool + L.Shabelle), Koonfur Bari i.e South East (Gedo + M.Juba + S.Juba).

Some of the sensitive border areas like Togdheer, Sanaag, Mudug, Lower Shabelle, Middle Juba etc should be taken into consideration in this new design.

Muqdisho can keep a special status, where the mayor/governor is given the same allocation and priviledges as the states.

If Somaliwayn ever expands we can incorporate K5 as Galbeed region, Djibouti as Waqooyi region, NFD as Koonfur region and Socotra as Bari region.

He proposed a special kursi for Benadir in his proposed new constitution as well as changes to FMS titles and even naming Somalia an Islamic Federal Republic to deter extremist elements. It is still yet to be approved by Parliament so i expect HSM will come out all guns blazing in the next year. I knew the moment he created a new party that he was serious about pushing through for a post26 reality.

Short term goals of FGS:

Win propaganda points by by trying to set up parallel adminstrations in regions like Sool and Gedo

Use those regions to create the false perception of broad national elections (fraud) to continue rule

Long term goals:

Incite long term conflicts in all regions by creating statelets that vie for FGS support weakening all parties except FGS.

Enter lop sided protection agreements to only protect Mogadishu by selling maritime assets

End result

Rule from Mogadishu protected and eat maritime assets while the entire territory is a patch work of warring statelets and insurgents, mostly insurgents who will consolidate even more territority under this situation. This could be the stable long term goal of FGS having failed at statebuiling. It will require a benefactor to make sure the capital doesn't fall though otherwise this is how you turn 1991 into a long term profitable venture.

The downside to this is by conceding this territory willingly FGS is turning its main funders against them. Letting broad swathes of Somalia become contested and warring grounds is really against the security interests of the funders so we might see some consequences for the 91 gang.
