I do think that the two-gobol rule qualification for a state was reasonable, given the mess we see today in Somali politics. It would only be much worse and ineffective with a dozen+ FMS. Practically impossible.
As far as Isaaqs, you're overestimating them. If they can enforce their borders, why have they yet to step foot in eastern Sanaag? At the end of the day, SL's presence can only happen and sustain at the invitation of the locals. Without the locals' support, they can't exist anywhere regardless of whatever border they claim was given to them by Ingiriiska.
