That's not how it works. You can't just sell military grade weapons to random groups in another country without the permission of the federal state.

We win in numbers, democracy, foreign relations, peace and stability, reputation, and self-sufficiency. Perhaps not now or even in the foreseeable future but perhaps someday along the course things are going along it could happen. Bribery is always an option too with the clan leaders. Don't think it would be require much with the conditions they're living in. The Dhulbahante are notorious for flip-flopping politics, but they're convinced I can assure you of that. They themselves actually wanted to join Somaliland to begin with.
