This is patently false. The FGS has not held back funding for Jubaland. If you visit the Ministry of Finance's website, you can see the portion of the national budget allocated to each state government. I collated the appropriations for Jubaland below:

Exactly. Farmaajo cannot unilaterally block funding to Jubaland because such an action is outside of his remit. The national budget requires parliamentary authorization and MoF approval. Why would he risk undermining his own government just as Somalia is reconciling with the World Bank?
It seems you dont keep up with Somalia news. Finance minster himself admit that some states didnt receive International Aid.
