It's bit more simplified then that. GM has no administration to pass the funds too, who you going to give it too before a huge war happens? Everything was agreed on and signed last month. And the money belongs to the international community.

This is a transparent move by Kheyre to try and use donor money for his own benefit. I believe the international community will recognize this and move forward with the projects by dealing directly with federal member states and local administrations.

Khayre wants to set up a 'trustee' account for GM/HS and their portions allocated and released when the right conditions are on the ground locally such as shabab removed, law and order, governance is restored, reconciliation, etc.
