He talks about Ethiopian exports and resources and what Ethiopia lacks like ports. When you only translate it word for word, yes it sounds like PM Abiy is trying to unite Ethiopia and Somalia (which is of course as we all agree a crazy idea).
But if you put his speech into the wider context of Abiy's other speeches and his Medemer philosophy, it is clear he is talking about creating a synergy by bundling our resources and creating a bigger economic zone. I think no Ethiopian who watches this video would really thinks Abiy is trying to literally unite both countries. That is I think the reason why his speech didn't get much media attention in Ethiopia. In fact I have not seen any media discussion in Ethiopia about the issue of Ethiopia uniting with Somalia or Eritrea even though PM Abiy many times mentioned about creating synergy (medember) and economic integration with these countries. I'm very sure that if the Somalia government tomorrow says, thank you but we can handle everything by ourselves and you can leave now, then Ethiopia will start pulling its troops out of Somalia. Of course the government must make sure that no threat of any kind will come from Somalia. Don't confuse unrelated things.
