Yep. You are free to speak your language in your own region. But if you annoy others with your proto af Ethiopian in their regions, then you should be fined or even expelled.
some d&m/maay maay speaking folks speak a diluted maay maay which is mixed with normal somali. its easier to understand them. but get someone who never interacted with maay maay speaker (like someone from hargeisa) they wont understand pure maay maay. maay maay even has some different letters like p.

There's no problem with not understanding it if it's not your language it's not compulsory for them, but disrespecting it is the problem, they're always free to learn and if they're in the capital or anywhere in south then they would need to understand it 3 months in any maay speaking area is enough to be able to understand it
