The President of Somalia went to Nairobi to attend an international conference, not to meet with Uhuru Kenyatta. The welcoming of the cabinet minister was the correct protocol. If he was going to Kenya to hold bilateral talks, then Uhuru would greet him at the airport with a large welcome as he has done on numerous occasions.

Obviously Kenya is upset about the maritime issue, it doesn’t matter tho, they can send pallbearers to greet Farmaajo, the case will still proceed as the law is on our side :)

Protocol entails that the Vice President or at minimum the Foreign Minister should greet another country's Head of State no matter what occasion. This is considered an insult in international diplomacy.

There is currently a diplomatic rift between our two nations due to a maritime dispute that the Kenyan government has done all they could do to circumvent. The President didn't go there to meet with their foreign ministry or leadership, but to attend an international conference. A cabinet minister being there to greet him is enough their petty slights can mount up until June. In which they will lose the maritime case at the International Court of Justice to Somalia.
