The President of Somalia went to Nairobi to attend an international conference, not to meet with Uhuru Kenyatta. The welcoming of the cabinet minister was the correct protocol. If he was going to Kenya to hold bilateral talks, then Uhuru would greet him at the airport with a large welcome as he has done on numerous occasions.
Protocol entails that the Vice President or at minimum the Foreign Minister should greet another country's Head of State no matter what occasion.
