so what they can do?

They can control waters, if there is a deemed "risk"

WG 3 - Self-Defensive Actions - "discusses concerns of the participant states, maritime industry and labor groups regarding the actions that should be used to provide self-defensive actions to protect vessels from hijacking by pirates in the high risk waters off Somalia"

Perhaps by having the federal states sit down, deal with their differences and, eventually, agree to re-establishing the Somali Navy- the patrol boats exist, they just need new engines and fuel. Also, if we can get our old Soviet ships back, mostly missile/torpedo boats, that would act as a counter to both the Kenyans and the potential pirates, and AS/IS who could possibly deploy pirate tactics.

Yes, however since we are having our own, previously purchased equipment being returned to us, there shouldn't be a problem. Obviously, we can't buy the missiles/torpedoes, so we'll have to roll with some Dshk HMGs or some rpgs.

Since Kenyans are cowards, I would like no other country to be tasked with patrolling our waters for piracy.
