Jubaland has most of Somalia's resources, whether it is water, farmland, coast, forest, quality grazing land, sea port, airport. The only thing it lacks are roads.

If Jubaland is not willing to share resources with the federal government, that is more than a 50% loss in potential future revenues. Somalia''s future is Jubaland, and a non cooperative Jubaland means no future for Somalia. Good on Ahmed Madoobe for being prudent, don't want mooryaan having a claim on our resources in the future.

They really don't have much leverage, to begin with, compared to Puntland in this negotiations because if SFG does most of the heavy lifting in clearing out the enemy elements inside JB, then Madobe should have no qualms in any future agreements done with the SFG

How can the republic of Somalia prosper if we harbor mistrust towards one another.

I simply do not trust the SFG at all and see it as no different than USC. I don't want any SFG forces, read Hawiye forces, within Jubaland. I would much rather Jubaland build a militia that takes its orders from Kismaayo, and fight Alshabab that way. Jubaland should never ask the SFG for any help other than wages for soldiers and access to its share of international military aid. If You want Jubaland to be successful as a federal state, you better hope it follows Puntland's example.

The Republic of Somalia is a legal fiction that we have to pretend is real because secession is not possible.

Jubbaland, South West, Hiirshabelle and Galmudug should just form one super state tbh. Federalism only works in everything north of Gaalkacyo because it's pure tribal lands with no mixed regions.

Let this massive state share everything between each other and form a central government.

Kenya's main prerogative is not to take Jubaland's resources, other than the sea dispute. It has resources that dwarf anything Somalis can ever hope for. Its main objective is simply to contain the jihadists in Somalia and limit spillover. If Jubaland manages to build a militia that can push Alshabab back into Bay&Bakool, Kenya's presence will no longer be needed. There is nothing Somalia has, other than the sea, that interests Kenya or Ethiopia in the slightest. They are each 10x more naturally endowed than Somalia.

The Kenyan presence in Jubaland is a golden opportunity because it means that you can move Jubaland's entire militia out of Kismayo and be sure that it won't fall to Hawiye or Alshabab, read Rahanweyn, while you are out fighting. Kenya provides a fall back in case the war against Alshabab is more difficult than imagined.

Somalia's tax code is convoluted for a reason. It's to provide plenty of loopholes for "opportunists" in the government.

However if I'm an investor; how can I trust the feds to stick to the same tax rates? What stops them from randomly forcing me to pay extra like when gangs charge protection rackets that go up whenever the gangs feel like it.

Xamar should own 0% of the resources and other income generating assets in the states and instead get those states to pay tax to them. In return Xamar pays for whatever the states need and all the transactions are transparent. If they keep on fucking up basic stuff like tax then Somalia will take decades to recover.
 
No. This is how it chronologically went down

1: Meeting xamar to scan each others needs and point noses to same direction for the upcoming meeting in Seychelles. Successful
2: Meeting Seychelles for an expert meeting. Deal was made, every federal state wanted that dea. The minister doesn't show up but sends representatives. A deal is made here.
3: Ministers says the next day talks have collapsed
4; Jubbaland says, the talks were successful and the minister shouldn't deny the deal we made. Because he denied, we won't participate in any resource sharing talks.

The deal was never made at the Seychelles event. PL and JL apparently did not agree with the deal which is why both didn't sign it and the deal collapsed.
 
This was about tuna fish, but could serve a premise for further resource sharing. There were two meeting one in Mogadishu and the other in Seychelles. The minister didn't bother to show up at the conference in Seychelles, but sent dignitaries on his behalf. There was initially a deal of 70-30 share. All the federal member states and representatives of the SFG agreed to that deal. Even Jubbaland is stating in their letter in the OP that the denial of the minister of the Seychelles deal is a reason for them to stop talks about further resource sharing

It was actually a huge success, but the minister made it seem like some parties left the negotiation table.

It's exactly the same type of dangerous language being used to intentionally incite people into mindless conflict and qabiilism, which for a very long time worked and the mindless Somali masses bought into.

If your command over the Somali is limited, you could type over the entire letter and translate it to Finnish with google translator? It literally says that the demands of the SFG were met, despite that the federal states finding it difficult but they compromised it for 'danta qaranka'.
