Its best to be as inclusive as possible as this is interest based politics which is better than identity politics. If there was ever an indian ocean trade org similar to the TTIP (transatlantic trade and investment partnership) between Europe and the Americas that had a similar setup we would/should join it too regardless of language or culture barrier.
