Is there anyone in the diaspora planning on moving back home?

No. Not till security is strong, I want to be able to walk in any city without looking over my shoulder. Also not till somalis start seeing themselves as one in a great nation, placing somalinimo after being Muslim and before their qabil.

Somalia has a long way to go, when I was younger I thought it'd be east to get back on our feet but things don't go that way. Perhaps things will change. Only Allah knows and I pray he brings peace and prosperity to Somalia.

All the diaspora folks have aspirations to move back. The story usually goes that they go and stay for a maximum of a few years. But ultimately excluding a minority (that do actually settle in for life) the majority move back to the west. They simply cannot hack the life back home, and grow disillusioned with the people, poverty and violence.

The ones that stay usually build small business that end up flourishing to the point that they can live in luxury. Arguably much more comfortably than they ever could in the west. Most just relax and have a team of the hardest working members of their extended family working for them. I have seen this, and was intrigued.
There are adheers who drove taxis, stacked up, and own a hotel in xamar. The somali dream is real imo. The lack of regulations offer degrees of freedom that we will never see in the west, in exchange for safety.

Thousands have traded safety for legacy

There are no real plans for 99% to move back. Just lies or Somali small talk. People were talking about moving back if Barre was toppled. Then when the fighting ended (most of Somalia is not experiencing conflict and never really did). Ayeyos and awowos are talking about moving back and still don't.

I will Purge Somalia of the upper class, the hyper-qabilists, the militants, the Al shabab, the sheegato, the war lords, the Gaal raac.

I'll build a new state centered around a meritocratic system and Millitary that is funded by 25% of national GDP. Qabil will be banned from politics and only those knowledgable in Islam will be allowed to work in high government and take up roles such as prime minister and such. A divinely inspired country.

I'll build temporary "alliances" with the United states and China, basically going back to Somalia's old days of being non-aligned. We'll work within the Arab world and furnish our early millitary with Turkish made weaponry and after we gain more funds we'll move onto buying US maid goods before we start industrialising and create our own millitary equipment.

With these foreign relations we'll win enough political clout to invade Ethiopia and Kenya without foreign intervention which is where Siad barre failed. We'll take much more than just Galbeed and NFD and there's nothing these jareeers can do about it.

The maoist purges are inspirational. If these Hutumalians don't want to live in the 21st century in a proper Nation state then we'll force it from the top down.

Don’t be a failure like Barre, you shouldn’t invade until you’re 100% absolutely certain that you’ll win and the other nations won’t interfere, like what Azerbaijan did last year to those Armenians. Nobody stopped them & they just rolled in.

Thats quite literally impossible. Absolutely nothing is certain in politics . Saddam was certain he could capture Kuwait without interference, he was pretty much ‘promised’. We all saw how that turned out .
Hindsight is a beautiful thing , seeing how things turned out and pin pointing what went wrong 50 years later is easy.
