Thats not necassirily true. Arab loanwords make up 15% or less, i seen cases where people confuse shared afro-asiatic terms for loanwords.
Every language has loanwords, even Arabic has substantial loanwords from ethio-semetic, aramaic, persian, greek, latin, english etc which make up around 50% of modern Arabic. Loanwords in modern English make up 80% of the language.
Loanwords don't determine what a language is because a language is based on core vocabulary, syntax and phonology. Which remains unique to it. So even if 70% of Somali was Arabic words, Arabic would still be unintelligible to a Somali only speaker and vice versa because the core vocab, syntax and phonology would set it apart.
