Is Russia-backed separatists similar to Somaliland's situation?

I read a little about the Russia-backed separatists in Ukraine who want to join Russia. They are called the People's Militia of the Donetsk People's Republic and the People's Militia of the Luhansk People's Republic. Both are situated in Eastern Ukraine. I wonder if Ethiopia is using a similar tactic in the northern part of Somalia. It isn't foreign to other nations to fund separatists to achieve their own interests. So why not SL? It is situated in the best region in Africa and could be cheap land rent for foreign governments.
