It is fairly normal view though? Somalis are a pastoral people, it is normal for Somalis to not produce as complex socieities as Nubia/Sudan, Abysinnia, Egypt? This does not mean there is no history, it is better than the vast majority of SSA ethnicities, many of whom were straight up hunter gatherers.
Civilization is how you manage surpluses and the systems you build to maintain that. Somalis like most pastoral people's live in a desert so we didn't manage to produce a surplus but instead had to take it from others that did.
Unfortunately, the Oromo are sitting on the land groups like Somalis normally would have occupied, farmed and settled, but there is some successes like NFD. There is no shame in this btw, it's just how our geography shaped us.
But the farmer bantus had no such states as the nomad Somali. You oversimplified things.
