Perhaps "voting along party lines" was the wrong use of words, since the Democratic party is split within itself amongst differing factions such as centrist, center-left, and far left(Progressive); the latter being Ilhan Omar's base and the bulk of her primary constituents that directly control her fate in the district she represents(white, progressive, educated). She voted naye on principal as many of the provisions within this wider bill go against everything she stands for.
The legislative process is more complex than your simplistic reasoning saxiib. All kinds of bills are lumped together and passed, this minibus bill being a perfect example. The major component of the final bill is the Federal government's year-end spending package that was widely expected to be passed to avert a government shutdown, alongside a slew of other bills concerning defense, commerce, etc.
There was news of the debt relief for Somalia being in jeopardy and the US ambassador to Somalia resigning as a result of him not being unable to push through this policy through, the debt relief provision was nearly left out of this bill itself due to a bureaucratic blunder by the state department. If she did in fact play a role inserting this provision as a rider into this bill, she deserves to get credit for it. It's a win-win for her, satisfying her progressive base and adding a positive clause on to a bill that is expected to pass with bipartisan support to help her fellow Somalis. This is real politicking my friend.

Just out of curiosity are you stating that as a fact mise just for arguments sake ? So in the end it boils to down a conflict of interest as she deemed it not worthy enough to warrant a yes vote from her. Why couldn't she add other amendments to the bill regarding the other issues that she didn't agree with ? Was this the only bill that the rider clause could be added ?
There's also the issue of misleading the wider somali community regarding her actual stance on the bill as she only chose to relay her praise of the debt package but not of her voting against it on social media. If it's this confusing for majority of somalis in the usa/west what about those back home ?
I'm trying to understand her reasoning as this issue did seem quite strange given her press release and how much she advocated for it. It wasn't as straight forward as when she was advocating for the rights of homosexuals, sanctioning of brunei due to their anti-gay stance etc.
