What should i budget for a high end gaming pc, that can play games at the highest framerate?
Should i shell out for my youtube hobby and get a high end gaming pc, or get a £1000 pc and upgrade later when i have more cash to blow?
That shouldn't even top 2000 without peripheralsi7 10700k and a 3080

I'm trying to record gameplay for youtube, so that's why i'm considering it.Buying a very high end PC is kind of retarded unless you're a true enthusiast and need to max out. £1000 will suffice 99% of your needs if it excludes a monitor. You won't need to upgrade it for a while. Even so, an €800 build plus a monitor and cheap mouse/keyboard setup is fine.
Go on PC part picker and browse for builds in your budget and go with it.
