The central government will overpower states. Farmaajo showed how easy it was to interfere in the election of FMS leaders. HSM will replace 4 regional governors too and so will the Presidents who follow him.

We don’t even have a true federal system. We just have one secessionist state and one autonomous state that is already suffering from influence from Xamar as the FGS grows. JL outside of Kismayo isn’t in control of much. (Capital Buale is occupied). Gedo is under the FGS and the rest is Shabaab. HS/GM/KG/Banadir are all 100% under FGS control (of course excluding Shabaab areas).

We need to devolve power within the FMS to make this federal system a success or it'll be too easy for the FGS to set rival qabiils against each other.
