Exactly this, constitution is clear that we can’t stop the forming of a SSC state. However it’s not up to us to make it for them. It’ll have to be their choice. Most of the Dhulos and Warsenglis are happy with their Hargeisa overlords so they’ll stay as subjects of SL. A fake paper state with no jurisdiction in Sanaag won’t be acceptable.

We shouldn’t tie this into Banadir. There is significant support for Banadir state from all its residents. Not just Hawiye one’s. It needs not only a federal state but also elected representatives not appointed one’s.
