Puntland government employees have not recieved regular pay in sever months. They receive one-off payments every once in a while. Keep in mind that 2025 has been an ok year in terms of revenue. The problem is that Deni is saving up the salaries of workers in order to bribe MPs/senators next year.
Culusow has a $1 billion budget to steal from and Turkish money, Farmaajo has Qatari money etc.. Deni wants to compete with them using Bosaso port's revenues.
