He left after he was told to stay in the country pending investigation. After the investigation a warrant was issued. That's fleeing.
I don't think he escaped on purpose but he will return the victim's family will be compensated.

That depends on how you view escape. It's correct that he was released by the police after a hearing, but the legal process was/is still ongoing. Meaning that you're expected to remain in the country until you're cleared by their judiciary or the prosecutors decide to bring criminal charges.
In any case, now that the public are enraged, Turkish prosecutors will most likely issue an international arrest warrant. And if Somali authorities does comply, then the case will likely die out soon. But if they refuse, then pressure will be mounted on the Turkish government and their perception of us will take a toll as well.
Don't worry about that he will definitely go back to the court as he did the first time he went for business purposes after being released

Judging from the video of the incident it looks like the cyclist wasn't even on the main highway lane but on the emergency area, then you can see the car hitting the cyclist intentionally then fleeing afterwards.. Looks like he was somehow out to get the cyclist.

If he did it on purpose he wouldn't been released the first time he was detained the accident happened on a highway road which vehicles move fast.

You can clearly see how it happened on the video, he ran over the cyclist outside of the main highway lane then fled.. The Turkish police are sloppy for releasing him before he got his sentence.
