Except his iron fist dictatorship and brutal executions are still going on, Kagame leads a country that’s just his own playground a playground that relies on western funding and support to operate. The man is just like every other authoritarian African leader, except this time he understands public sentiment and is far more intelligent than his predecessors.
He's the West poster boy for pseudo development in Africa... i.e. follow IMF instructions and put up some nice buildings but leave the rest of your country as a dump.

They barely have a gdp per capita higher than ours whilst having a similar sized population but access to 10x more resources.
If we lived next door to the Kivu mines our capital would look like Tokyo by now.
The only reason the West picked him is because he's their gateway to the loot across the border in the DRC and he probably manages a bunch of mines there for them through Rwandan sponsored militias.
