What work?

Aggressively tackle government corruption so others don't point to Al Shabab as an alternative.

Take terrorism seriously even if it means your brother must die.

Establish a truth, peace and reconciliation commission where every clan is present to talk and forgive what has happened (not only during civil war but going as far back as the Mad Mullah's cleansing). Somalis have suffered and internalized alot that has happened for generations.

Do what needs to be done to create a high trust society.

Somalis should stop being low energy, lazy people.

No discussions or any strategic thinking about what needs to be done. Just "inshallah".

Somalis need to create a theocracy from a minority clan to beat AS. Only way out, nationalism failed and tribalism is too parochial to satisfy so a Theocracy is the natural conclusion to the Somali Civil War. There's no coincidence the most competent anti khawarij force in the middle east is a theocratic Iran.

Bit of both, but their theocracy is a large reason why militas in Iraq and Syria got propped up in the first place to fight them. If Iran had a normal government like Turkey they wouldn't have had the stomach for it and ISIS would still control a good chunk of Iraq.

There is/was Isis-K in Taliban’s Afghanistan. I’m thinking it’s the takfiri ideology involved. They’ll manage to pop up even in a theocratic Somalia, laying claim to how they are the rightfully guided Muslims.

The FG have already started to bring together the wadaads to make suggestions. They have talked about controlling what's preached but FG don't have total control of the country just yet. What's depressing is that every step this gov has taken was suppose to be a step that was already achieved by the gov before. But for 5 years AS grew stronger, took over many villages and got imbedded in every part of the capital. Many soldiers and police have been executed by this gov after it was proven in court they were AS affiliates. I'm not blaming the former gov for everything but wlhi we lost 5 years.
