I am baffled the person who carved 3 country towns as a 'region' it can barely even qualify for a district of Bay. Qandala looks bigger then that carved border of GEDO. Qandala is a district. f*ck you siyad
The capital should always have been Baydhabo as it's the largest town in the area and Gedo should be made defunct completely as a region as it was clearly not created using any sort of international standard of districts and zoning regions or In a fair way using some standard methodologies be it local or abroad. In all honesty I would assign Bardheere as 1 district of Bay while Garbaharey, Doolow, Belet hawo are 'villages'.
How did Sade pull this off and get this shit thru as a region showing you this isn't a state built on knowledge but on clan passion? Unless Sade can prove they have a large undocumented level of Nomads because 'GDP' Wise it's obvious most of our population are nomadic because most of our hard currency is earned from them not our city/towns folks. But I can't imagine there is nomadic scene happening in the south, why would they need to leave for water, it's not a dry region nor is there any need to seek rain elsewhere, they have the river right before them so they will obviously live close by and can be observed and counted as 'settled', I am sorry the south has no real case for claiming nomads, well not if common sense is applied. The south population is 100% settled. This will be easy to count, the PL story is vastly different though and another mechanism is needed as 50% are not even settled.
Even the water well counting is irrelevant mechanism since my clan has no 'water well' it's on the move seeking natural rain for it's livestock. The nomads around water wells is very small representation of the real nomadic population of PL. The water wells are very recent and done by NGO. NGO have only done 57 wells I think for PL region.
U would literally 100,000 water wells before the clans are totally settled in my opinion. We got a long way to go wallahi in terms of our rural water needs being 100% satisfied. We probably haven't reached 5% self sufficiency yet. I can tell because when droughts happen, see what happens in PL in terms of our losses is so huge, it means there is no wells enough for all the nomads to use. These DAMS may change something.
Notice SL as a whole region only has Hargeisa 1 dam lol. PL has 20 DAMS so far and it's still lacking full coverage and only answered the needs of 10% of our nomads @Samaalism MJ is massive bro ku tusaale qaado the DAMS, it's not small 'families' here niyahow.
