Garoowe is on the right track.

Though much smaller, it is art of the capitals earmarked for investment by World Bank.

The other two being Hargaysa Municipality and Banadir Regional Authority ( Mogadishu).

Each had to choose the kind of projects they wanted the WB to finance, Garoowe chose roads and other areas, the same for the two other capitals.

Any injection into Garoowe is more visible due to its smallness.

The SURP actually financed by the World Bank is only in currently launched in Mogadishu (Banadir Regional Authority) and Garoowe Municipality only.

It goes through FGS and Finance Ministry and send to beneficiaries.
 
They say Kismaayo and Baydhabo will be added at later stage.

There are other projects by the World Bank which Mogadishu, Garoowe and Hargaysa benefited from.

Everything for South Central only Mogadishu benefits from.

Recently Education Ministers agreed to ditch the three zones sharing of South Central (Mogadishu majority takes all), Puntland and Somaliland.

Thank god that we are semi autonomous State. I pity those who waited for Mogadishu how far they have fallen behind its embarrassing.

They marvel about Garoowe and cities like Hargaysa.

Garowe's luck is that it is small, not established with less population and good planning and city administration and conscious people who strive to make the town better.

Hargaysa is clumsy and has far more people and already chaotic as it is 'established' as town and any changes will take longer to see because there is so much to fix.
 
World Bank’s Flagship Infrastructure Project Launched in Somalia

MOGADISHU, September 6, 2018—The Federal Government of Somalia (FGS) and the World Bank launched the flagship infrastructure project in Somalia. The Somali Urban Resilience Project (SURP), worth US$ 9 million, will be the country’s first national test case for municipal infrastructure delivery.

“The World Bank’s role in Somalia is about working with and through government and building the capacity of the authorities to spearhead reform and development,” said Hugh Riddell, World Bank Country Representative for Somalia. “The SURP will allow us to build on the initial work in urban resilience and to expand this agenda across the country.

SURP is a national urban resilience project that aims to pilot the use of country systems at the sub-national level and strengthen municipal governments’ capacity. Initial interventions will begin in Mogadishu and Garowe, and will expand to Kismayo and Baidoa. These cities were chosen as they experience rapid and large influxes of returnees and Internally Displaced Persons.

The Somali Urban Investment Planning Project prepared the ground for this larger-scale, World Bank supported infrastructure project. “SURP signals the importance of supporting urban resilience, and places regional and municipal authorities in the forefront of the urban agenda,” saidEng. Abdirahman Omar Osman (Yariisow), Mayor of Mogadishu. “SURP would also create jobs by financing basic rehabilitation of infrastructure.

Somalia faced its worst drought in decades in 2017, and its worst flooding in over sixty years in 2018. The recurring risk of overwhelming loss of lives and livelihoods signals a need to link humanitarian assistance to medium- to longer-term development planning through strong government systems, the private sector, and civil society.

The project follows the commitment by the German Government to allocate EUR 23.4 million via KfW Development Bank to support the rehabilitation of urban infrastructure in Somalia in January 2018. “Germany recognizes the result of World Bank collaboration with Somali authorities through the Multi Partner Fund, and sees its intervention in urban infrastructure crucial for the development of Somalia,” said Andreas Holtkotte, Regional Director of KfW. “The contribution will strengthen municipal planning and implementation capacity to improve access to basic infrastructure.”

The Multi Partner Fund works predominantly through Somali authorities and includes institution-building, economic growth and urban development activities. MPF is supported by the European Union (EU), United Kingdom’s Department for International Development (DfID), the German Federal Ministry for Economic Cooperation and Development (BMZ), the Swedish International Development Cooperation (SIDA), the Royal Norwegian Embassy, Danish International Development Agency (DANIDA), the Swiss Agency for Development Co-operation (SDC), the Ministry of Foreign Affairs of Finland, United States Agency for International Development (USAID), Italy’s Ministry of Foreign Affairs and International Cooperation, and the World Bank’s State- and Peacebuilding Fund (SPF).

Kismaayo has to wait so does Baydhabo. Previously everything for 'South Central' only Mogadishu befitted from.

Only a brain dead person supports centralism over autonomy.

The money should go through the FGS as it is now but look what state Kismaayo and Baydhabo are in.

They will be included soon but they could have some share from $9 Million now if they had established themselves before and not waited for Mogadishu.
