Galnus doesn’t actually function as a real state and instead exists on paper, why you may ask?
Tax is almost non existent in the Irir states
similarly these 3 states also receive scraps from the World Bank just to continue existing while Jubaland and Puntland don’t
This comes as no surprise but even the then US ambassador, Stephen Schwartz, in an hour long interview with Brookers institute in the Africa Security Initiative points out how 3 of the above mentioned federal states are completely bankrupt. These states include Galnus (galgaduud and a tiny portion of Mudug), Hirshabelle and South West State.

- Rarely ever pay tax
- No sources of consistent revenue
- Their entire revenue is based on collections from isbaro’s/checkpoints
- And rely solely on Somali forces as well as foreign entities such as Puntland, Djibouti, Amisom and various other countries for military assistance indicating lack of military strength
