Yes bro 100% correct, and also ideology and certain different culture among subclans exist too, by example look at MX in Galmudug they are fraction of 1/10 to the MX in Jubaland and yet the MXs in Galmudug are thriving in Political posts, Peace in their deegaans and this is even before Hobyo is built, so far Galmudug an HG dominated region has given hand and leg to MX to make them feel Part of Galmudug, HG may have certain negativity around but when it comes to sharing power and money they are top notch.

Look at Og led Jubaland or mjs led Puntland or Isaaq led Somaliland they all have total Hegemony and rule without any settlements with the other clans it's a zero sum game for them.
