I don't know about Finland but I blame the governments for not correctly integrating refugees. They are building isolated house projects outside of main cities and settling lots of poor immigrants. Once they reach the inability to meet the most basic necessities of life they resort to criminal activities.

You are absolutely correct. This integration process is the primary reason why north african people are getting more and more radicalized in france. There is a big disconnect between the natives and the immigrants. The reluctance of not engaging in the problem from the native french is the reason why this problem has become this big. They just shipped every immigrant to apartment blocks full of other low earning immigrants, and thus creating ghettos.
