Final constitution handed to parliament

Seems like HSM reverted back to president and prime minster rather than president and vice president. Also increased number of parties from two to three. That’s the only main difference but those were the two points the controversy were mainly over tbf. Should be expected to be passed through parliament on Saturday with majority voting in favour of it.

The president will be voted in through 1P1V and they will then name the prime minister. The question is, will the prime minister be chosen on basis of clan? If so that means the country is still under the toxic 4.5 system. Somalia should move on from this and leaders should be chosen based on merit not clan.

825 delegates covering academics, politicians, Isimo, women group. religious leaders, civil societies created the charter in Kenya Embagathi which was then drafted in garowe 1 and 2 in 2012.

That constitution will not be replaced nor infringed upon and definitely not over HSM personal interest(2 year extension stunt) as he has two years left and trying to create a situation of saying he will need 2 more years in 2026 to complete democracy.

The other reason he fought to change presidential and pm format of the executive is the constitution makes it clear a president cannot be re elected more then two terms which a presidential and VP new executive format would allow him to run as many times he wants.

The third reason is to distract Somalis on other irrelevant issues so they don't see how he has failed on good governance and security task which is the mandate he was given to complete or at least progress.

Cool story bro. Chapters 1 -4 of the constitution will be passed through Saturday inshallah and there is nothing you or me can do about it.

That constitution is dead on arrival in PL and the constitution drafted in 2012 in garowe one and two is the only constitution we recognise, that kangaroo parliament(sub agency of the executive not a separate or independent institution) can work with that constitution in kaaran, it doesn't effect PL and has lost all federal credibility and is a local medina Iyo kaaraan dastuur.

Puntland was against debt relief, joining EAC and lifting arms embargo yet all of these still happened as the rest of the regional states (minus Somaliland of course) were in favour of it. Saying this, I am unable to see why this constitution will fail as it has the backing of BRA, SWS, JL, HS and GM. Not to mention roughly 80% of parliament are expected to vote it in Saturday. Parliament represents all Somalis.

It will be based on party, of course, but the parties will also certainly ally themselves with clans they find close, etc. However, the focus should be mostly on competence and not what clan a party consists of.

The current parliament is 4.5 and senate is regional govt. Is Hamar tribal? as that's the composition of the parliament. Is Hamar a region? As that's what's the senate is made up of, Hamar can't be region and federal capital, it contradicts each other. If they want to be region, then they join hirshabelle and cede the federal capital function(which means the seat of govt, parliament, court, bank, embassies are gone)

If your the federal capital by default you lose region status and rights(no senate role) and u sure as hell got no 4.5 quota which the parliament is made of currently, meel ay ka Soo gali karan ma jiro without losing the federal capital status.

Nope it is not part of chapters 1-4. It will be discussed when chapters 4-8 will be opened up for debate.

The chapters 4-8 touch on devolution of power, the role of executive branch, the federal president, the federal parliament.
