Not just the planning minister, but all government officials that want to be able to directly plan and approve projects for their regions should be able to. As Somalia retains it's capacity to deliver new growth in terms of infrastructure there shouldn't be any backlash against the FGS bankrolling these projects. I believe this region the Minister went to will become more autonomous in the future.
