Females back home do it to their daughters because it's tied with being virtuous and marriageable in according to traditions set by a bunch of men long ago and that continues to be perpetuated to this day by men. I don't put the blame solely on women? I said it's not a male driven phenomenon, but that some men probably push for it as well. From my own experience and what i have read the main maintainers of this practice are women, that's all i'm saying.
