It’s actually 5.9, down from 7.1 twenty years ago. We need to lower it to more sustainable levels. My ideal is 2.5 in cities and 4 in rural areas. That way cities are above replacement, invest more in their kids, and receive a large but sustainable yearly influx from rural populations to work in low paying jobs
