Women being in parliament is already controversial, so having a female president will unleash the anger of the Ulema. But we live in unpredictable times. I would say Pakistanis are more conservative than Somalis, but they had a female president and the people seemed to accept it in time. So who knows?

Right now, we just need more female ministers as there are many issues that effect women in Somalia and many men on average are not going to place any importance in laws that protect women and children.

Somalis take it too far though. According to most scholars having a female ruler/president isn't acceptable, but that doesn't mean women as ministers is an issue though and strangely even that is seen as controversial.

i dont want to speak bad about scholars but most scholars in somalia only feel safe telling woman what to do. I do agree yes it is haram for women to become president, but It's getting annoying how they only try to constantly enforce women, but men doing all that haram in plain view is ignore even though its destroying society (I wont include alshabab since that is a death sentence) and if you want to get technical the somali government is backed by kufar (un) and rules by other than what Allah revealed....

What you are saying doesn't make sense as Umar bin Khattab appointed a woman as the market controller of Medina which is equivalent to a minister as she was in control of the businesses and making sure they were following ethical Islamic practises with regards to business. She was in a position of power.

He employed Shifa bint Abdalla. You can look her up. He even employed another woman Samra' bint Nuhayk as a market controller in Mekkah.

Mininsters are different to governers in a sense that you get different types of ministers. You get ministers of agricultire, minister of education, minister of finance ect. Women make up more than 50%of Somalia our needs have to be represented.

hisba are the police of markets but governors have way more influence and power

But Ministers do not control everything that is the point. A minister of education will only be in charge of making sure that the curriculum is good for students ect. A minister of the finance of markets would also have its own thing to deal with.

وقال ابن كثيررحمه الله :

أي : الرجل قيِّم على المرأة ، أي : هو رئيسها وكبيرها والحاكم عليها ومؤدبها إذا اعوجت".
