i dont want to speak bad about scholars but most scholars in somalia only feel safe telling woman what to do. I do agree yes it is haram for women to become president, but It's getting annoying how they only try to constantly enforce women, but men doing all that haram in plain view is ignore even though its destroying society (I wont include alshabab since that is a death sentence) and if you want to get technical the somali government is backed by kufar (un) and rules by other than what Allah revealed....Somalis take it too far though. there is a difference between hisba workers and governors.What you are saying doesn't make sense as Umar bin Khattab appointed a woman as the market controller of Medina which is equivalent to a minister as she was in control of the businesses and making sure they were following ethical Islamic practises with regards to business. She was in a position of power.

Mininsters are different to governers in a sense that you get different types of ministers. You get ministers of agricultire, minister of education, minister of finance ect. Women make up more than 50%of Somalia our needs have to be represented.

A minister of education will only be in charge of making sure that the curriculum is good for students ect. A minister of the finance of markets would also have its own thing to deal with.
