Tukeh was a former military man for the Somali army and has never been convicted of a crime by the Hague or any other court. There was a civil lawsuit made against him, but that isn't a criminal case nor was it under the appropriate judicial level.
He fought against a rebel group that was attacking soldiers under his command, that doesn't make one a war criminal, only a soldier following orders. But those who actively partook in the civil war with the specific goal and motive of causing harm to the state and civilians are the real war criminals who are walking around and need to face collective justice. If some folks want to go after Tukeh, but ignore their current leader Muse Bixi than it isn't genuine and shows signs of clear qabyaalad.
