The problem is what to do when they ask you to pay, because if you don’t pay they will most likely kill you or your customers and if you do pay, you will mostly likely have financed the next attack.

Proof al shabaab is just a mafia in the south. If the capital was north, this never would happen. Shabaab only survive down south because the locals don't know what to do with them or give in to fear.
