A full Balkanization isn't realistic either it's admirable but not realistic(locally the people don't want it) and internationally the world doesn't seem interested either(due to a number of geopolitical reasons and preserving the global rule based order that all member states have full confidence in. I doubt their going to nudge on their global well being due to political disagreements locally).
A 99 year treaty that gives PL the window to develop with international partners is best plus it allows the world to see if PL turns into a positive force with evidence over those 99 years in the event Somalia in 100 years is still in this horrendous stalemate.
Plus Every 25 years a review can be done to assess if a federal union is suitable once a number of conditions are met such as rule of.law, security, good governance, socio economic development, local and foreign confidence, etc which should be a shared state level posture irrespective of the govt elected or leader of the day or time period
This is also best for us in the event the PL experiment itself has any existential crisis in unseen futuere as we can always go into Somalia who may even been succeeding and we shouldn't miss that gravy train.
This is also suitable to international partners that PL can carry out its developmental goals with no interference from Mogadishu) and have the power to meet with foreign governments without violating one Somalia Model in the UN(their will be no puntland seat there) and will only speak for its region with global partners.

@Jaffar noted its a.middle.ground solution for PL first(very rabid base and sometimes too radical for my liking and bordering SL delusional politics which is when I disengage) but PL unionists(who want to hold onto the same policy with very little positive outcome for itself which loses.my respect also).
