Somalia is getting better but it is still a very fragile country, I think it is too soon to start overhauling a judicial system under these circumstances. Besides Somalia has no strong ruler to apply sharia, anyone who tries to apply sharia in a failed state does not understand the religion.

I agree and disagree. Somalis nomads were just barbarous people who fought and killed each other whilst Somali states/empires did establish shariah somewhat from my understanding.

I disagree when you say that shariah has never been codified, the shariah is very well understood but modern Muslims are highly disingenuous when it comes to matters about Islam. Nobody can debate that the shariah calls for the death of apostates, cutting off hands of theives, women not being allowed to leave without male relatives, stoning adulterers and so on. Countries like Saudi Arabia (no matter how corrupt) actually enforce these laws but Muslims still maintain that nobody enforces shariah to its full potential.

Muslims understand that the morals of the shariah are incompatible with the modern world and so they interpret the laws differently so they can adjust it to modern times.
 
A codefidied law is need, most importantly a constitution that makes a framework possible and a legitimate leadership and executive to carry out the law. Lack of state institutions and seperatist movements in the form of clans, that want self-rule and oppose dictates from the capital makes this impossible in the short-term, and as such they must rely on informal law such as Xeer until a central state appratus has been rebuild and with a leadership elected in fair and open election, most likely in the form of unity governments for the foreseeable future to offset clan-rivalry.

It seems to stand to reason that Somali's would welcome any central governance that effectively deliver services such as food, water, electricity, healthcare, education and basic infrastructure but the long-term vitality of such a governance depends on its legitimacy among clans, which is at the heart of somali politics for now and any foreseeable future.

History of the government of the City of London

The City of London is the oldest continuous municipal democracy in the world and predates Parliament.

Its constitution is rooted in the ancient rights and privileges enjoyed by citizens before the Norman Conquest in 1066. The City of London developed a unique form of government which led to the system of parliamentary government at local and national level.

That London enjoyed certain freedoms and had a form of civic administration before the Norman conquest, can be seen in the Charter granted by William the Conqueror in 1067, in which he promised to recognise the rights, privileges and laws that the City had enjoyed since the time of Edward the Confessor (1042-62). In Saxon London and in the medieval period, municipal authority rested principally with Aldermen ('elder' men or elderfolk), who met in the City's ancient Court of Husting - the supreme court of the medieval City, with administrative and judicial functions. There is reliable evidence of its existence in 1032, although it was probably much older, and by the mid-12th century it was held weekly. It is likely that the Court of Aldermen developed from the administrative side of the work of the Court of Husting.

The right of the City to run its own affairs was gradually won as concessions were gained from the Crown. London's importance as a centre of trade, population and wealth secured it rights and liberties earlier than other towns and cities. From medieval to Stuart times the City was the major source of financial loans to monarchs, who sought funds to support their policies at home and abroad. In early times London was two cities – the trading and residential City of London and the royal, administrative and religious West-minster. As London grew, the City specialised in trade.
