Not even that will tame the tribal monkeys if we look back to history. I guess the only option left is to let Somalis revert back to their pre-colonial self-governing tribal/primitive territories.

Let's be honest 4 years is too short to achieve anything.
Every new government will try to announce a new project to make extra for themselves.
Every 4 year election slows our progress.
Look at china, south Korea, Singapore who developed rapidly under one party rule. Compare that to democratic countries like India, Philippines, their progress is very slow.
So you basically you want a dictatorship. There’s a saying:

I don't want a bloodthirsty, power hungry dictator like Siad Barre, but a patriotic one party rule led by someone like Lee Kuan Yew.
Every 4 years election system is only suitable for already developed or semi developed country.

Put up a show every 4 years but have the puppet winners already picked out and have the civil servants continue working on a 20 year grand plan.

Not secret... Most parties in the developed world have unelected officials officially working for ministers, committees etc that actually make all the decisions.

Just picked who gets to run for party primaries and build around a 2 party system.

Not the best of systems but we need stability more than anything else.
