Yes i remember reading that in 1958 or a bit later a referendum was held in what was then called french somaliland to either stay as a colony or join somalia. The french rigged the election and therefore djibouti stayed as a colony of france. The name of djibouti changed in response to somali patriotism from french somaliland to french territory of the afars and the issas. No they wanted to be independent.
The ruler Siad Barre at the time didn’t need them to join as he had no interest. His interest was Somali Galbeed and for that region to join Somalia.
