For instance, a couple of months ago, they signed a $1B agreement with a Hong Kong based space company to build a satellite and rocket launch site over there.
Even though most of the country is barren land, they can focus on industrial sectors. And if their leaders were competent and not corruption-induced, they could turn Djibouti (essentially a city-state) into a regional financial hub as well as expand the service sector. As much of a stretch it may sound, look at Singapore for inspiration. Such as lowering their taxes, and become a regional tax-haven, by attracting investors that otherwise would have opted for other countries. Another key ambition would be, to limit import and invest in the country to not depend on foreign country for basic needs.
Despite the hot arid land, they can outsource it for renewable energy sources. They already have several projects going on (Solar, wind and geothermal), and aiming at becoming fully reliant on clean energy by 2030, followed by exporting it afterwards. They're already engaged in minerals, albeit limited, which they can accelerate and exploit their mining further.
After all, it doesn't require much to make sure that a country with barely a million inhabitants to reach a middle-income status and beyond. Unfortunately, they have had a stagnation or a slow economic growth lately.
