The Somalian constitution is clear that a federal states boundaries should be based on the borders of the 18 regions of the former republic pre-1991
Puntlands constitutional borders are based on tribal borders of darood. This is in complete contradiction with Somalias constitution.

Answer should be that neither entity is wrong to seperate themselves from the FGS in its current state. However, they would better off joining an stable FGS than undermining its efforts.
Maybe they can form a parallel federal government headquartered in one of its cities.
However most reer SL want full independence and most reer PL want either maximum confederal autonomy or secession
