The reality is Migiurtinia province is a sovereign nation with that has not yet officially declared it's independence from SFG.

What will be the future reality? Youre saying the future holds Benaadir tribes submitting, accepting that Benaadir control should be shared, and SFG should have no control in Migiurtinia province, maybe some control in the rest of Somalia Italiana

What does the the Mbegati based constiution say about the location of the capital? Just like JSL/PL defacto independence will be uncrecognized, any changes tot he capital will remain unrecognized. If you convince a majority of parliament to change the capital to Migiurtinia, you would only invite Benaadir residents to convene a new "parliament" in the recognized capital. They would invite "representatives" from Migiurtinia province. A new parliament that is more favorable to Benaadir representation
