It had everything to do with negotiations with Somaliland and I believe a forced union cannot exist without consestions and if those consentions won't be met, Somalia should declare Somalilands indepence. It isn't fair at all that Somaliland is held hostage for the situation in the south. Reer Puntland and reer konfuur won't concede them anything as seen by the like of Somaliland politicians who tried in Xamar, so you might as well let them leave.
