FGS literally has control of all cities in Koonfur and if Puntland participates they will have to open voting there which leaves only Jubaland and some tuulos in Al Shabab's control, + Sool is now part of FGS and theres a good chunk of Gedo which is FGS

The voting things are mobile its not some building everyone needs to go to, anyone can travel and go vote, also not everyone in a country needs to vote for an election to be valid
