I'm a centralist and have no problem moving the capital IF it brings benefits. I think the IC doesn't care about moving, actually they would be more comfortable in a city were they aren't afraid of dying in terror attacks.

The problem is that Somalia's federal system is an excuse for states to act like they are independent.
