The Chinese are playing the long game. They're aware of the mistakes of the last major military engagement in the Pacific; like for instance the Japanese simply could not match or exceed the industrial output of the Americans & mistakenly thought they could knock out the Americans' will to fight by pre-emptively attacking Pearl Harbour.

The Chinese won't repeat the same mistakes made by the Japanese and will only go to war when they're militarily ready for a protracted war.
