I think Deni can secure a 2 year extension due to regional emergency powers regarding SSC. Untill such time that SSC has established itself politically and security wise and discussed it's relationship with Puntland in a 'legal' format at a 'constitutional' level which is outside the powers of PL govt or SSC.
This is a constitutional matter and requires the following actors ISIMO-Parliament-Constitutional court. It's not the powers of the GOVT or Executive(must uphold constitution and only has day to day powers) or 2 niin qol wada galay. Wa arin taabanayso the whole founding vision of Punland.
A constitutional assembly must be created by the ISIMO to discuss the pros/cons of political unity and if the founding father vision can still be maintained and if any disagreements can be resolved which SSC biggest complaint is power-sharing and PL security forces neglecting Las anod under Somaliland occupation.
If for any reason PL/SSC Khatumo cannot resolve it's issue, PL govt should begin preparations on assisting Khatumo recieve UN recognition(which it already has) and ask the UN to pressure the SFG.
